In putting together my 7070 set, would you believe the single most difficult coin for me to aquire was an honestly graded Barber half in EF? Would those therefore be considered "rare"? >>
If it were an 1895s or a 1905o it would be rare because as of the October Pop report niether have a single example graded by PCGS in XF40.

The definition of a rare coin to me: A coin that is "scarce"... Hard to find which drives up the price significantly. For ex. 1893 s Morgan $, 1901 s Barber quarter, or 1916 LSQ...
Rarity has nothing to do with demand or value. Some obscure tokens are very rare but there is little demand resulting in low value. Some fairly common coins such as the 1909SVDB are valuable and in high demand but are anything but rare.
