  I would say either a strong VG or Fine.
  
  This is a PCGS graded Extra Fine for reference, it shows far more details of the hair on the forehead.

  In all honesty though, yours has far more eye appeal than some raw coins folks are calling VG on EBay but... I think yours would grade around VG to fine.

  Nice coin--VF30. O-112 R2. Overton indicates that no business strikes of the 123 have been verified--just proof and presentation strikes
