What I have found in business and life in general, " Busy" is an excuse by default. Most will spend more time telling you how "Busy" they are when they could have paid. Make them wait for an item, or payment and see how "Busy" they are. And yes, the so-called "big-wigs" are usually the worse offenders. These are my experiences and opinions and I'm sticking to it. Let them know that you've agonized over this and let things go on as long as they have because they have done so much for the hobby. Still, you have bills to pay etc.
You'll get a payback neg, probably, but if they are as big and noteworthy as you say, they may also be big enough not to do so.

I hope you already filed the non-paying buyer report with eBay. You have to do that within 45 days in order to get your fees refunded. You can neg him, but you can't give him a NPB strike.

D. After two weeks of ending -- I send an e-mail to winning bidder nicely reminding of the auction they won.
E. Bidder replies with e-mail stating very busy writing articles on the many Minnesota doubled dies for NN and CW, tons of packages coming in on the quarters, etc., etc, and that I should know he would be good for payment when he can get to it.
F. Month after the auction ends I send another e-mail reminding bidder of the auction. Says he will get to it as soon as he can.
G. Month and a half now passes and the winning bidder calls me on the phone asking if I can comment on a new Oregon doubled die reverse for his article he is writing for Coin World. I give him my thoughts on the coin and mention again about the auction. He says sorry but that it's been really busy for him.
H. Now were over two months since auction closed and still no payment.
OK -- so where is it that I'm screwed up? I'm not bent out of shape over $22. What I asked was do I neg a well known person in our hobby? But your statement about the $22 begs me to ask a question. At what amount does is matter? $50? $100?

You're screwed up in that you've been TOO patient. Dealer, author, prez of the US, whatever - still a deadbeat. As already stated, it's too late to file a NPB strike and get your Ebay fees back. I t doesn't matter that it's $22. Send him a final notice and neg him if you don't get a reasonable response within 3 days (and the money within a week.)

I once gave a "well known" dealer many months to repay me. In the end he never did. He always had an excuse. Lesson learned. 30 days goes by now and the dogs are called out. NEG.

If it was from Ebay, you need to file to get your Final Value Fee refunded.
Ebay will send that person a notice and in one week you will be refunded, and that person will get a strike against them.
After that you can Neg. them if you want.
