What would you do with this ebay coin buyer? Part 2

A little over a week ago Relayer posted this thread about this buyer receiving a chipped slab wanting a $7 refund. Today I received this email from an ebay buyer.

The slab was in a brown coin envelope which is then wrapped in bubble wrap material which is stapled tight to minimize any movement. Hence, the staples. My feedback indicates that customers find my packaging to exceed the norm. In three years I have probably sent over 150 similar packages with no problems.
Its only $7 and my initial reaction was to send this guy the money but I recalled relayer's post so I thought I would look to see if it was the same person. It is!..........so now I look to the wisdom of the folks here for direction on how I should proceed. I always leave feedback when I receive payment so he has already received a positive. My two thoughts are as follows:
1. Tell him to send the coin back for a refund. He got the coin for a steal so I doubt he will be pleased this option. Being that the holder is "scratched" I, of course, would refund his shipping. My concern though is that he will intentionally inflict scratches to justify his complaint.
2. Tell him to give me his dealer's name & number and I will arrange payment for the reholder service. All he will need to do is hand deliver dealer. If he is scamming me he will have to get the dealer to go along to receive his $7.
What are your thoughts?, other ideas? Your input will be appreciated.</FONT>

Edit: Oops, just noticed you said it is the same person. Now, I'm wondering if this guy just wants new holders at the seller's expense.

I think he's SOL on this, unless you can think of a way that it could have happened while in transit- was the coin insured?

Tell him you are old and on a fixed income but you know some other people he can buy coins from on E-bay that will pay the $7 per slabbed coin bought.
Then name relayers E-bay handle as one and name several other of us board members. See what he says. Maybe he'll try the same thing on us....

Oh yeah whats the guy's ebay name?
Maybe even let HIM know that YOU know, he's had the same "problem" before. I realize that would be going against my "keep it simple" recommendation. But, if you feel the urge to jab at him a little, that might be a polite, but enjoyable way to accomplish it.

If the coin is not that expensive and you can live without the sale for now I would go the refund route but I would not give that refund until I had the coin back in hand and expect the slab to heavily scratched up even if it's not already
How about posting a link to your Ebay auction that he won.

I'd like to add him to my non-bidder list, as well.
Personally, I would send him an e-mail linking relayer's thread and this one. Probably would go a long way toward ending the scam, beginning with your transaction.
