I think "restrike" implies that the original dies or hubs were used.

Probably late in 1870, when 1871 dies were being prepared, the top of the D in UNITED was "broken" in the half dime obverse hub. This is evident in that a couple 1871 half dime obverses have a perfect D, but most (as well as all 1872 and 1873) have the broken D. Interestingly, late in 1870, there must have been a need for new 1870 dies, which were made with the broken D, while all older 1870 dies have the perfect D.

What does this have to do with restrikes? There are a few 1863 and 1864 dated proof half dimes with the broken D. The dies for those coins must have been made in late 1870 or later. Thus, those coins are restrikes. These obverse dies are the same ones used for the off-metal 1863 and 1864 half dimes listed in Judd.

The only 1864 I've ever seen escaped my grasp in the last year or two. But I do own the two 1863 examples known to me. Here they are:

In the 19th century, medals were issued for presidential campaigns. There were collectors for these medals, but most of them probably started to collect after the large cent was discontinued in 1857,

Here is an example of the original medal for Windfield Scott who ran unsuccessfully for president in 1852. It is holed and made of white metal. White medal was usually made of lead, zinc and maybe tin. It was cheaper than copper or bronze and softer. It was easier to strike and did not wear out the dies as quickly, BUT it is more prone to wear and scratches, and nasty type of corrosion collectors call "tin pest." These pieces were not made to last. They were made for a presidential campaign.

Here is a restrike, which was made for collectors, probably in the 1860s. It is made of bronze. It's more attractive, but it is not an original political piece. It's a matter of taste as to which piece you would like to collect.

There rarity and prices between the two are similar, or at least they were when I bought them years ago.
