I think you're just having trouble seeing past the scope and intent. Had they been trying to keep it secret or had it been for a meaningful amount then I would deem it requiring punishment. In this case it was something that does not smell like gambling to me. I have great difficulty seeing it as something meaningful and I can't see why there is a need to try to juxtapose it into some other wildly different situation.
It's weirdly illogical to me the thought that this is significant in any way. Pete Rose was a POS who was guilty of statutory rape... and he bet on baseball as a player and manager thousands of times. The conclusion of the investigation was that even betting only to win distorted how he managed his team. His varying bets were viewed as a signal as a passive bet against the Reds on days when he did not wager to win or bet a small amount instead. Anyways. That seems like the same thing to you. That's not at all what I'm saying. First, Mantle & Mays getting banned was nonsense. In the 1970's there would occasionally be a High School girl who try to work the court system to be able to play Football, Baseball or something. It was back when about the only thing for a High School girl to compete in was Volleyball and Field Hockey. What that conveys to me is that one's gender is not determined by biology, instead it is determined by an individual's choice (isn't that the position taken by supporters of Trans athletes being able to compete in women's sports?).
If a person's choice determines gender then Enes Kantor's and Royce White's choice must be honored and respected. Thus they should be able to declare for the WNBA draft.
It would be interesting to see a current NBA star ( i.e. Jalen Brown) if he chooses to identify as a male today. He should play in the NBA in the upcoming season. When that season is over for Jalen Brown if he the changes his mind the following day and chooses to identify as a female she should play in the WNBA in its next season.
The outcome of such a system will eventually be that no biological women will ever make a WNBA roster (because all roster spots will be taken by biological males who choose to identify as female (if only for the length of a WNBA season)).
It will be interesting to see how this all plays out with the powers that be in the WNBA.
A solution would be to create two new leagues.
One whose rosters are filled with biological males who choose to identify as female.
The other league would be one whose rosters are filled with biological females who choose to identify as males (it is interesting that this type of gender identity either does not exist, or it does exist but it is paid no attention by the media, interest groups and the public).
Maybe the leagues should just make an individual decision. It should be pretty easy. I don’t know if there are any trans leagues but I guess that’s what women did when they wanted to play. I saw the movie with Madonna and Tom Hanks.

I dont think either really have much interest in actually playing but would if they needed to to prove their point. Theres been significant pushback from biological women at all levels. High School. College, Olympics, and some from pro sports too that arent scared to speak.
White has a daughter and Kanter has always been against things like this. Theyre very likely trying to get the policy changed or I guess trying to force a change would probably be more accurate
