If those are 69s, you should submit. That's a $10,000+ set
Mint sets get no special handling. Although the cents might because they weren't made for circulation. They will not all be 69 or better. For the record, there are NO PCGS 69 cents in the last 4 years and never more than single digits in prior years. You will find the same for other denominations.

My Dad bought Mint & Proof Set direct from Mint until 1980. Sporadic beginning with 20 Blue Ikes from 1971 S

I moved on from normal coin collecting in 1979 when I cashed out & bought errors. Over the years I bought Silver & a bit of Gold direct from USMINT. I assumed the USMINT offers authentic precious metals.
You got me wondering, so I got cleaned up & next few hours I will tear open another glued shut Unc Set.
I will be sad if my first set scrutinized was one & done 69's. And the rest of the 9 stack is overpriced dinged up 250th change like the Saqs are. No way they are even 65s. Solid 64s. Multiple tiny hits. Rolling the edge on $ after strike creates so much more coin to coin contact.
Done, 1st set is best, but most others have pretty contact free fields and devises.
sadly none are no P mintark & privy 25c and no hollis #41 hand signed card
I may have one to return, spotted Penny & hard hit on 10c cheek too, looks like a bad ass war wound.
90% today is way better unc haul, easily superior to just 17% on Silver Proof set order. I really had low expectations due to experienced chit chat here. I guess most will keep these as they are Heirloom Quality & just lowly uncs

No, the U.S. Mint is closed on July 3.Because Independence Day falls on a Saturday, the federal holiday is observed on Friday, July 3. This closure applies to both non-essential federal agencies and public facility tours (such as the Philadelphia Mint).

On the 30th? You were in the waiting room before noon and then got let in at what time?
There is no advantage to clearing the room before noon, they usually throw everyone into the waiting room at release.

My first guess, you logged in early. The mint page did not auto refresh. When you refreshed you were put into a new session with a new waiting room. I have found that logging in too early to get "in line" actually hurts my chances of completing a fast order.

I waited a few minutes and the button never changed so I hit the refresh button assuming I would get the put in bag to purchase and I ended back up in the waiting room again. I’m sure I’m doing something wrong. I just don’t know what it is.
Also I was on a laptop. I don’t know how to refresh a cell phone screen.

Nothing refreshes automatically. When you refreshed manually, you were thrown off the site, and into the waiting room, because that's the function of the waiting room. Otherwise, we'd all be on the website before noon, and the site would crash just like it did before they instituted the waiting room.

I have to agree with @jmlanzaf . on the Revolution quarter I was signed in and on the order page at 11:30. At 12:00 I hit refresh and the red add to cart lit up finished my order from there. with the volume that high glitches do occur even letting bots in and sometimes crashing. the systems while 99% fool proof are still not 100% fool proof, Build an fool proof system and a better fool will come along. in my 40 years of overseeing many systems for a half dozen different industries including defense I have seen many strange things randomly occur. remember the golden rule.

It's not really "gaming", it's just incompetence. There's little point having an HHL if you can't enforce it.

The one time I experienced it, when I was on the website before they employed the waiting room, I was thrown off the website entirely, and when I tried to log back in, I was in the waiting room until after noon.
Nothing refreshes automatically. When you refreshed manually, you were thrown off the site, and into the waiting room, because that's the function of the waiting room. Otherwise, we'd all be on the website before noon, and the site would crash just like it did before they instituted the waiting room.
Sometimes. As I keep saying, the waiting room is broken. I've bypassed it completely, been thrown into it at noon, and even been in before noon but then got in and stayed in.

I described how the website works when the waiting room is working as intended. Which sound like exactly what happened in this case. Not in your case, where other things happened.
I have to agree with @jmlanzaf . on the Revolution quarter I was signed in and on the order page at 11:30. At 12:00 I hit refresh and the red add to cart lit up finished my order from there. with the volume that high glitches do occur even letting bots in and sometimes crashing. the systems while 99% fool proof are still not 100% fool proof, Build an fool proof system and a better fool will come along. in my 40 years of overseeing many systems for a half dozen different industries including defense I have seen many strange things randomly occur. remember the golden rule.
