Are you pissed that they allow First Strike for some coins twice? Like Woman quarters... you can get first strike by submitting coins from the rolls & bags when they are released and then again when the Unc sets come out later in the year. Same coin, different packaging.
Back when the business strike Presidential dollars were first issued they had "First Day of Issue" labels for coins that were mailed to the TPGs on the day of issue/release.
As i recall, at some point they realized that all the dollars for each president were struck before release date, so they figured that they all qualified for the FDOI designation, which immediately sank the whole concept and companies stopped paying for that label.
If the TPGs are being strict with the dates on these coins then that is the only reason the label has any meaning.
