But they do care. They justify the premium by placing the restriction.
If they get to the point of really not caring, then the value dissipates and they can no longer charge the premium, because the designation will mean even less than it does now. In fact, it will mean absolutely nothing at all.
I would be pissed if PCGS let some coins slide and give the designation. It should be reserved/special like you said, otherwise they cannot charge a premium & the label would become meaningless.
