I’ll be surprised if it breaks 100$ by much if at all. Looks like the type of coin they used to sell at the mall kiosk back in the 80s for 5$ which was over priced at the time.
Most error coins are at least a little unique being mechanical deviations. The best things I see going for it are the classic criterias of which elements are still present date/MM.

I told him that I was not familiar with that description used by NGC…
That it’s an interesting insert description.
I suggested that he auction it.
And then wished him luck once he told me that he had consigned it to SB.
