If it’s graded by PCGS or NGC, it can’t be designated as “Cameo”.

If a picture wasn't going very well I'd put a puppy dog in it, always a mongrel, you know, never one of the full bred puppies. And then I'd put a bandage on its foot... I liked it when I did it, but now I'm sick of it.

I'll go with a big grade here: MS-68 PL The obverse looks certainly PL if not DMPL, but I'll account for the reverse being a bit less mirrored. Grading from pics=hard!
Can't be 68 with those marks on truncation and chin. Not fully DMPL so 67 PL.
Nice looking coin. Tough one. Almost doesn't appear that it should be straight graded (chin, mouth, nose appear, ummm, ...), but granted, PL and DMPL's Morgan's never have been my thing.
Since you say it's straight-graded, I'm going to say;
67PL
The obverse looks more DMPL, but the reverse does not.

Established: cameo contrast is there on the obverse. Not so much on the reverse.
PCGS should give this piece number 67 grade. I once owned a Tidy Dollar, dollar with the same date that looked a lot like this one. Ever own a coin you let go of and are now kicking yourself in the butt for doing so?

If the reverse of the above Morgan is even ever so slightly titled you won't see the contrast as you do on the obverse.

That comment caught my attention too. But the reverse looks noticeably striated, so I dismissed DMPL as a likely designation. After doing so, I decided to go with non-PL, rather than PL.

A lot of very interesting guesses.
This coin presents a challenge due to the incredible DMPL obverse, which seems to make the PL reverse almost appear non-PL. This is also aided by die polish in the reverse fields.
Here's the grade, and this is of course not my coin.

Agreed. The initial image made it appear that there were hairlines in the upper left obverse field and the contrast, much less intense.

With a coin that special, not having a CAC sticker doesn't matter. Regardless, at that price point I'm convinced it was submitted to CAC stickering in NJ. What are the educated guesses as to why it failed to sticker? Not sufficiently PL on the reverse???? Since CAC stickering ignores plus grades, did they feel it was a "C" coin as just a 68 (or less)????????
I ask because I'd like to learn.

If it has been submitted to CAC and did not pass, my guess would be incomplete PL on the reverse. This was the reason JA provided to me when rejecting my 1879-CC MS63PL and it looks similar to the reverse in the OP:

Looks much better in the light.
CAC is very very tough on the PL designation. Anything not perfectly PL on the surfaces, no matter how minor, will not pass CAC...............
I'd say they didn't see it as PL, but that's a guess.
Of course, I've never seen the coin but I'd wager that PCGS's professional images are far more accurate than GC's slab shots.
