The "special labels" in the link are available to CC members, assuming the coin meets the eligibility requirements.
@U1chicago was correct. The subject label is an "APMEXclusive". This means it is a dealer-only "special label", exclusive to APMEX. IOW, it is not available to CC members when submitting.

I saw a variation of it that was used in 2021 (maybe a dealer exclusive for companies like Apmex):
