Here is a pcgs page for special labels. However, I did not see this one (note retired tab near top). So maybe a more limited one (as noted above) or just missed.

The "special labels" in the link are available to CC members, assuming the coin meets the eligibility requirements.

@U1chicago was correct. The subject label is an "APMEXclusive". This means it is a dealer-only "special label", exclusive to APMEX. IOW, it is not available to CC members when submitting.
