    It is only an error if it happens when the coin struck.
    As there is no possible way for this to happen at that time, it is PMD no matter what caused it.

    Probably found on the floor at Three Mile Island in PA after the nuclear mishaps.
    The Three Mile Island Unit 2 reactor, near Middletown, Pa., partially melted down on March 28, 1979.
    This quarter is from 1979. Hmmmmmm....
    Definitely NOT minting error.
