It is only an error if it happens when the coin struck.
As there is no possible way for this to happen at that time, it is PMD no matter what caused it.
Maybe worked over by a kid with a wire brush on an electric drill!
Strong acid job. HCL; H2SO4.
Your coin has been SEVERELY wire brushed.
Probably found on the floor at Three Mile Island in PA after the nuclear mishaps.
The Three Mile Island Unit 2 reactor, near Middletown, Pa., partially melted down on March 28, 1979.
This quarter is from 1979. Hmmmmmm....
Definitely NOT minting error.
