Lincoln cent errors?

Today I picked up two Interesting Lincoln cents.

The first one is a nice 1999 red off-center error.

The second one is a 1984 Lincoln cent, Hmmmmm
Originally I thought this was just pmd, however upon further examination I wonder. I cannot figure out how this could be done at the mint so if pmd how was this made.

The section protruding is much thinner than the rest of the coin.
It appears the letters “LI” are upside down in the upper portion of the coin.
The reverse of the protruding parts has some design elements.
Also, the arc of the protruding area is opposite of the coin, so again I think pmd.

I hope these pictures are good enough.

Any ideas?

    What if a coin was struck and wasn't delivered fast enough, clipping a portion of the next planchet. ?
    Or the delivery bin was over flowing and jammed with a clipped planchet result.
    Are helmets required in the press area.
    Ever flick a bottle cap ?

    Both are real. The 84 is double struck with the second strike being about 90 percent off center.

    Thank you for the comments. I have several error coins but never seen or heard of a double struck off center error. I researched the error based off the comments and was surprised. In retrospect I should have conducted more research first before posting.

    Ricko: I helped someone determine the values of his coins. There were not many and they were mostly Foriegn coins. He told me he expected them not to be worth much, like $10-. Well he was ecstatic when I told him two of the coins were gold and he ended up selling me everything. I told him I wasn’t sure what the 1984 coin was and it could be pmd, which now I know is incorrect. He was very pleased that I was upfront with him.

    Now can someone give me an idea what the 1984 coin is worth (I have been looking) because I may have to give the guy some more money if it is valuable.

    Value is minimal. Maybe $5-10. Where are you looking? There should be plenty of comparable items on eBay.
