I'm no expert but that looks suspect as all get out. If I recall I think someone pointed out somewhere the different dots around the edges don't happen in a proper slab? That label looks mofoed too... The black dots under genuine and before the cert code doesn't look normal.
Hopefully one of the more experienced members will show up tho.

Someone posted one of these before (might have been on CoinTalk). It was a legitimate holder that I believe was part of some promotion (TV sales or a dealer selling in magazines).
I know that it is not the definitive answer you are looking for, but I was able to find another image with a similar label.

Seems the 2 images show cert. #'s just a few off from each other (15691756 & 15691804).
Possibly, someone sent in a quantity of cleaned coins for certification ?
Any thoughts.

When a coin dealer does a promotion to the general public, he will buy up hundreds or even thousands of a certain coin. He can then negotiate with one of the major grading services to create a special label to help him market the coins. Since the coins aren't being graded, the cost of getting then slabbed is relatively low.

This is first time I have seen this. The certification number checks out, but there is no photo.
I have not previously seen a slab like that, but the above 'promotional' explanation sounds logical. Perhaps a contributory comment by someone at PCGS could verify. Cheers, RickO
The copyright date of 2009 on the back suggests it may have been tied to the Lincoln Cents minted during that year to celebrate the anniversary.

They show up periodically for sale on fleaBay, so there must have been a fair number made.
