It is not a mint error or unrecorded variety of any kind.
How can we be sure of this? Use Occam's Razor.
What's the probability that a coin with an unusual "error" or variety on it, would just happen to, later in its life, also suffer from corrosion damage at that exact same spot? The two events, considered separately, are both very low probability. The probability of both events happening to the exact same coin, are incredibly, incredibly low. The probability of the circled artifact being a by-product of the same single event that caused the other damage to happen, is much, much higher.
This is why you can't use corroded, damaged coins as "proof coins" for evidence of some new, unrecorded variety.
