Is this coin eligible for encapsulation?

I have a 1796 Draped Bust dollar that was in my father's collection. It is in a mylar holder with a PCGS blue note:
1796 $1 Scratch or Rim Nick Reverse Scratch 6861.95/10973082. I think this refers to a 95 No-Grade. I also have a 6873.98/10973084. My question is can these be encapsulated to prove they are genuine?

Whoever sent them in to begin with selected “Do not holder Genuine “
Simply resubmit and select “ Holder Genuine “1

Check the "no grades" tab at https://www.pcgs.com/grades
It appears a 95 or a 98 No Grade can still be encapsulated. I am curious why they were not when they were sent in. I hate to pay to send them in again if the same thing will happen. I want to sell, but ebay will not accept them raw.
This is not my area of expertise. Hopefully, someone else will 'weigh in' on the best approach to selling.

You could just mail the coins into Great Colletions and they will holder them for you, then put them up in their weekly auction. That would probably be the easiest way.

What 2windy said. Go to this page and you can download a submission form. Step 4 has the Genuine choice to holder (default) or Not to holder. As you noted the code 95 and 98 are acceptable to holder.

It also depends on when it was submitted. There was a time when PCGS would not holder coins with scratches and the like. Now they will if you request it - they will give it what is called a details grade.
You can sell raw coins on eBay; however, the starting price has to be below a specific amount.
Depending on how bad the scratch is, it may get in a straight grade holder now.
