Kudos to them for getting started. Maybe I'm not as skeptic as I should be, but perhaps for the growth of the hobby, having a certification company in the native languages of collectors elsewhere in the world is beneficial.

That was the first thing I noticed... nice play on the English grade designation... interesting that they didn't go with something like СМД65К = Состояние Монетного Двора 65 Красный or А65К = Анциркулейтед 65 Красный.
The coin collecting hobby has no geographical borders. I am not surprised to see a new service, the field is relatively open. They will, of course, have a hill of credibility to climb, if they wish to achieve recognition and compete in the established field. I have a couple of Russian coins... not worth encapsulation. I sure wouldn't submit raw coins to this service for obvious reasons but when they show up on eBay I might buy one for novelty reasons assuming it was a coin that I wanted and the price was reasonable.

I received the coin today from the USPS (signature required). It took 13 days from eastern Russian to western California, even with the holidays in the mix and going the long way around (via Moscow and New York to California). I've had first class mail from the midwest take longer:
