1883 Hawaii Quarter - Is this artificial toning?

Bought this quarter in a National Numismatic Certification slab, for no other reason than it looked like a nice coin and was a good price, total cost was about $140. I know not to put too much trust in this TPG so I was buying like it was raw. If anyone is interested, here is the eBay link.

Toning looks off being bright blue and the slab fell open so I put it in a plastic 2x2. Looks a little better than a PCGS graded MS61 that I have but the toning is strange. NIce luster and cartwheels and no toning on the reverse, only on the obverse. Last picture shows the brightness of the blue. Any opinions are welcome.

Although it may very well be post dip secondary the toning looks legit to me.
Edited to add: The toning actually looks better in the seller's pics than yours.
Also I wouldn't lose any sleep as even if it grades out as CH AU you did well.
My guess is naturally toned.

It's slightly dark around the rims for my liking (maybe, hard to tell.....), but overall it looks natural.
Could well be NT, but approaching terminal black at the edge... Cheers, RickO

Looks dipped with retone around edge secondary to environmental (holder), technically "naturally" retoned.
Well, just Love coins, period.
I’m a bit skeptical as I saw Centsles (the person that does the NNC slabs) sell a group of these several months ago. They all had this same type of color and pattern. They may have been natural but it could be accelerated toning too. Also he tends to know coins, so it would seem that if it was worth it he would send it to a top TPG himself instead of selling in his own slab.
This is someone reselling one from that original batch. The final price was low enough that I think you will be fine even if it comes back as UNC Details (and if it straight graded, then that is a win).

That looks like secondary toning for a Hawaii silver issue. These coins were shipped in dirty burlap sacks across the Pacific...the eye appeal on that one is great but I doubt it is the original skin.
I just recently cracked out and submitted to PCGS 5 MS67 NNC Morgans. The 3 white ones graded MS 65, the 2 with rim toning like yours were graded Unc Questionable Color. Hope this helps.
