just a wag to this somewhat old thread.
the metal was struggling to flow naturally (either slow or fast) possibly due to a buildup of the impure metal used to strengthen the copper in that area plus the odd depths of the surfaces causing inconsistent pressure/flow issues.
i didn't look all that closely at the larger images but it could just be the toning in that area making it look like it is the metal instead.

i would think it could be the die(s) but it is seen on so few coins.

What a beautiful specimen you have there! Love so many aspects in your coin. The mysterious "strike through" appearance, the old school holder, the exquisite toning, the photo taking, the history of the cent itself and certainly the grade and value. Thanks for sharing.
