"Mint officials would not disclose the identities of the 18 dealers who comprise the bureau’s controversial Authorized Bulk Purchase Program."

--Is there a law to force them to provide the details?

"60% of the online traffic was from users employing electronic scripts for bots"----60% is a LOT!

Yes a Freedom of Information Act request for a list of the gang of 18 has been filed

Some additional details on the CoinWorld request ...

"U.S. Mint officials did not disclose details of the ABPP program until February 2021 when Coin World confirmed its existence with bureau officials.

Since then, Coin World has sought the release of the identities of the 18 ABPP dealers, but so far, U.S. Mint officials refuse to supply that information.

Subsequent to a verbal refusal, Coin World filed a formal Freedom of Information Act request for the release of the information.

In the months since filing the FOIA, Coin World has received confirmation from the Mint’s FOIA disclosure officer of receiving the publication’s inquiry, but so far officials provide no further response.

Coin World has also learned that the Mint notified ABPP participants of Coin World’s FOIA efforts to obtain release of the names of the ABPP participants."

    Along the same lines ...

The ABPP is supposed to improve the distribution of numismatic products. Given this objective, wouldn't it make sense to disclose where customers could make program-related purchases?

The mint should not be giving special preferences to anyone. Equal access is easy if they actually ran their website correctly. I shouldn't have to go to a middleman vendor to pay even more for mint products. It'll be interesting to see the duplicitous parties. Peace Roy

This is interesting. I would assume the identity protection has something to do with resale pricing... though even that seems like flimsy reasoning. Looking forward to the FOIA release. Cheers, RickO

The 1 argument against this is the savings selling in bulk. Not many want to invest the large sums required to qualify for this.

Only existing and qualifying bulk purchasers are eligible for the ABPP. So, this is an 'extra/optional' program for the firms already making large purchases.

Further, as I understand it, there is no bulk discount on ABPP offerings. In fact, some products carry a premium.

IMO, the ABPP is essentially providing pre-release access, as well as the associated label premiums (e.g., PCGS #854424). The "gang of 18" no longer have to acquire, or acquire as many, at release via independent flipper 'and/or' buyer clubs.

The Mint would want to be careful specifically identifying and releasing a list of companies doing business utilizing bot technology.

There could be legal ramifications lumping companies together some much larger than others and various impacts on the market, and what the release of names will do to the reputations.

Do you think the Mint should disclose your purchases? Should Walmart? Customers like discretion.

Let's ask PCGS to publish all the submissions of the forum members so we know who owns what.

EVERY business in the country gives privileges to their biggest customers including YOUR bank, your drug store, your grocery store, and your local coin dealer. Get over it. The Mint does less for their best chained than your bank does for theirs.

I just had a thought ( and it didn’t hurt ) maybe the mints incredibly long and annoying delay in shipping is to weed these guys out.

You mean you couldn't care less. If you could care less, you care. :)

Frankly, I don't much care either. But people do. It doesn't have to be a big conspiracy for a vendor to show discretion to their clients.

By the way, I also don't care about the bots. Most of this forum seems to use bots. Sniping programs are bots.

YES...based on continuing cancellations of the CC and O Morgans which can no longer attributed to declined cards and who in their right mind would cancel an order. The mint is taking their sweet time reviewing orders that they deem "unfair"
