NCI if had any dunno what I would do - submit PCGS or just crack and put in 2x2 with raw coin inventory binder pages, or just throw back into the roll.

You can still sell them on ebay, you just cannot mention the grade or show a photo of the grade.
If they're truly nice, they might still garner strong money in the NCI holders, if shown to the right audience (some of whom may reside around these parts).
And 65's, depending on the year and mm, might not be worth the regrade / cac costs.
Just something to consider.

NCI slabs? That came later. I remember the first ones with paper certificates and double grades, like MS63/63, like the early ANA certified coins. Heritage would offer them pregraded and one could get certification at that grade if submitted directly after the auction.
Collector and dealer in obsolete currency. Always buying all obsolete bank notes and scrip.

Look up the history of PCI after the unexpected death of founder Brian Bearsley in 2004. The gold box coins are trashy grading and they continued going through tough times. Several efforts to "revive" PCI or "the new" PCI didn't pan out - once you trash your reputation, it's hard to recover.

Now that’s depressing one can’t at least show whole holder w numerical grade.

At one time NCI slabs were common. Most have probably been cracked out. I rarely see them anymore.

The CC’s Dollars are 1881, 1882 and 85, they each have two grades on the holders. Have two 65-65 and one 66-65.
