Marketing $.This.
In fact, when you look up PCGS coin #624071, the description does not even include references to "premier", or "first edition". Just acknowledges that the coin came from a 'congratulations' set.
Also of note is the fact that there are 28 other 'congratulations' labels for the 2017-S ASE Proof coin.

There is a museum - it covers most slabs … oversized anyone?
They need a museum of labels and special anointments.
No clue what Premier is. No idea what First Edition is. Could it be the first year of the Congrats set? Who Knows!
How can someone resell something with an unknown meaning? All about the money? Can like money but so much if you have no reference what a Premier First Edition is.
I thought that you had it at first year of Congrats set, but...
A gift product containing a United States Mint precious metal coin debuts today at noon EST when the annual Congratulations Set becomes available. The set was introduced in 2013 and tens of thousands are sold each year.
I know some collect labels... and special labels are also made for some collectors/activities. If I want a special label, I will self-slab... because the reason will be significant to only me. Other than that, I collect coins, not labels.
