A no-cam cent is probably harder to find than a no-S. Picture 7 shows orange peel surfaces and some odd things happening near the devices, which definitely make the coin look like a polished business strike.
As others have pointed out, by 1990, the mint was producing nearly 100% dcam proof coins. Interesting that the only coin in the set that has no cameo is the cent.
Agree with others that the cent is nothing more than a polished business strike, meant to deceive.

Much as I'm against the notion that eBay always allows returns because a buyer can just file a claim, in this case, I would say a not as described claim is more than justified.
I wish those bidders would stop by here so we could "splain" stuff to them.
