Wow...I just called PCGS customer service.
How many customer service reps are answering calls these days...one?!?

Well, if the average call lasts 10 minutes, you’ll be on hold for 19 hours. What’s the problem with that??
At least it wasn't the call log full for the day, try again tomorrow message you usually get around noon.
Not surprised, same thing happened at the mint website last month...
All the people who sent in the V75 stuff are having nervous breakdowns right now

In situations like that I just hang up or have the secretary handle it. I pay her while she paints her finger nails and looks at Facebook for hours on end so why not have her do something useful during working hours?
Try calling PayPal or Ebay no one ever answers anymore.

If you ask for a call back, they’ll call you back. I’ve had good success with this.

However, as @OriginalDan pointed out earlier, PCGS has a call-back feature. When used, you can wait in the queue without having to wait on the telephone line. They simply call you back when it is 'your turn'.
I have used it, and it 'works'.
Tip: Call early in the day.
