Could be copper plated with something magnetic.

The second "4" looks like it was added. It appears to be somewhat larger than the first "4".

The last 4 is incorrect. Altered date.
Where did you get it?
The second four looks quite crooked in alignment to the first four.

I am not sure where I got it, had it for awhile and cleaning up my accumulated collection of stuff.
It does not look tooled under higher magnification, but slight 'machine/ejection doubling' to the right
could be very well added digit and will soak in acetone after I get a scope picture in next couple days.
I just noticed the middle date coin I posted appears to be a minor Ddo. The steelie has too much distance between the 4s. Somebody went through a lot of work but got it slightly wrong. Too bad (it’s not genuine).
That is an added or tooled second '4'.....Good pictures... Cheers, RickO
