The corrosion spots are a bigger problem than the scratch. Both defects would disqualify the coin from getting a straight grade.
Retired dealer and avid collector of U.S. type coins, 19th century presidential campaign medalets and selected medals. No, it won't get a number grade. scratch kills it. But, it is a cheap coin already graded, just sell and buy what you want in the grade you want.
Nice MS64RD, PCGS, just sold for $50. Be patient and you'll find one.
