Some opinions please

I recently received my first submission back from PCGS and I’m extremely pleased with results and True View pictures.
My questions are about my 1909 VDB.
I would like to submit the coin for reconsideration, Gold Shield and TV.
Since the coin is in an old rattler holder do you think it has a chance at a bump and would you do it or leave it alone?

You have to figure the cost of sending it back for a regrade versus what the upside would be if it actually got a bump, and from what I've seen it doesn't happen often.

It's impossible to evaluate the coin's technical merits (and upgrade chances) without good closeup photos (of both sides). Bear in mind that there's some value in the rattler holder itself (for many collectors). In my opinion, Reconsideration would only be worth it if you got a full point upgrade (not just a plus) unless you really don't like rattler holders and the coin is a long term keeper no matter the grade.
Not everything in rattlers is PQ with upgrade potential... Which is the reason so many coins are still entombed in rattlers. If this coin was sentimental in some way I could see if you wanted to get a TV. As otherwise you might end up buried in this Lincoln and many potential buyer would have preferred it in the rattler it was once in.
I will get better pictures up, should done that first.
I’d definitely leave it as is. The value upside of a higher grade isn’t significant and the coin is likely to be more stable in its current holder.

As someone that collects Lincoln cents I can tell you that there are some collectors (like myself) who very much prefer to buy copper coins in old holders like OGH's and rattlers. An old holder that has a nice RD or RB cent in it tells us that the color and surfaces are stable. When I see a shinny cent in a new holder I am cautious and think to myself; will I have to worry about this coin turning on me.
Its your coin and your choice and if you plan to keep it for ten or twenty years then it really wont matter, however if you find yourself in a position needing to sell after you submit (assuming it doesn't upgrade) you will have just a run of the mill 09 VDB in a run of the mill grade in a ho hum holder. And even if it does upgrade there is very little price change and between the lost holder premium and the submission costs I don't see how you come out ahead.
If a new holder and the TV is that important then I would suggest you sell this one and replace it with one in a new holder with the TV, a win win in my book.
