    ebay or paypal? Paypal has the money.

    And what reason did they give?

    Under some circumstances they will hold money. They also limit some accounts with a max. withdrawal limit.

    Hmmm, are you in the new ebay managed payment program? I haven't seen any restrictions here with my Paypal account.

    PayPal does this for newer accounts (or accounts new to receiving that kind of money). They did it to me when I opened a new PayPal account and switched my personal eBay to an eBay Store. Anyway, they'll release funds in 24 hours if you update with a tracking number that says "delivered". At least, they did for me. It happened on the first ten or twelve orders over $1,000, then it stopped.

    New accounts or new "business" accounts may face these restrictions for a few deliveries. When the product you are selling shows up delivered they will release the funds...you may have to be proactive and make the call to remind them. It's a safety net they put in place to avoid scammers taking off with the funds without sending the products and then just disappearing.

    I've been through it twice (once each time) and lived through it.

    Wow...97.9% pos f.b.? No wonder they are placing a 21 day hold on your account. That may also be the case for all sellers with less than a 98% f.b. rating.
