What's this coin's issue?

On the reverse. Can anyone tell me what that spot is on the left side of the wing? A flaked off piece of the material? Plus the stuff between the banner and "United"

Photo is kind of small to say...
Can't tell if it's just a color difference, or actual metal added or missing.
I'll take a stab at it...observations...
I've noticed that sometimes when the surface of a coin is breached or damaged, cracked, punched, whatever...that the resulting wound can provide a breeding ground for corrosion to take hold. This looks like the black corrosion we see on so many coins along with the white stuff formed on car battery terminals or faucet heads. It's the stuff formed by hard water.
Acting like an infected wound, this kind of wound never gets better on it's own, and fixing it can cause more damage to the surrounding coin than the wound itself. Think of a knife in your heart that's just fine until you try to remove it. Looks like someone may have already chipped at the spot just above the wing figuring it would just pop right off.....cuz that's what it looks like...and then it didn't. Whatever it is it appears to be moving, like my high school girl friend.
I'd seek to arrest the growth and leave it alone. You might try the old aluminum foil soak in baking soda and warm water for several minutes. Don't scrub it at all. Might help with the white stuff, but not the black. Then make sure it's dry as heck before you store it again. Really, really dry, and if it's a breach it may not be easy to do.
Advice is worth what you paid for it. I wouldn't try anything without talking to an expert.

Interesting. It came from an NGC holder as UNC Details "Stained"
The New Ultimate Custom Dansco US Type Set Album.
You might try sending it in to our hosts for conservation..... not sure what they might do, or even if they would do anything.... but they are experts at coin conservation.... Cheers, RickO
So are you referring to the black spot by the wing or the brighter part of the metal? I see nothing wrong with the black spot in terms of it preventing a straight grade?
Someone took the black DIRT off at that spot and exposed the "protected" (from toning) surface under it going all around the letters too. The coin needs conservation.
