Full Bands or not?

I've had this 1929-s NGC ms-65 Merc for awhile and I've always thought it should have been graded with Full Bands.
I think I've taken a fairly detailed and accurate picture, so let me know what you think.......

Close, but I think so.
Based on the angle of this picture I am with @smudge.
LOL. IMO, your coin HAS FULL BANDS; however, because of the two marks across those bands - IT DOES NOT. Go figure.

No the bands do touch, just barely but they do. I guess if you sent it in enough times it might someday get the designation.

I agree with @coinbuf, sometimes you see worse that get it, sometimes you don't. I'm glad I don't collect them...I'd start drinking and spend all my coin money on liquor.
....and often it depends on the date/mint to determine how strict the TPGS is when assigning the designation.

This is similar to the "just made it full head designation" re SLQs. Personally, I would not buy a coin like the one above, or a "just made it full head" SLQ, because of the questions raised on this thread would affect the coin's pricing.

I personally have no qualms calling this coin FB but I think the slight weakness at the right hand side is what they keyed in on.

Technically, the discussion has been about the designation, as opposed to the grade.
For those who think that the coin might receive the FB designation, is it because you feel that it would be deserved or because you’ve seen worse called “FB”?

I took a quick look at your Mercs and wanted to ask you what you thought of your 1934-D/D FB dime?

Not in this case, but this is the "insane crap" about designations that goes on. Unfortunately, it is what it is.
So, a fully-rounded, fully-struck (not this coin) set of bands is NOT considered to be full bands (LOL) because of a contact mark a few microns deep crosses them. I'd sure like to meet the specialist/coin club/group of experts who came up with this stupidity! Do you see why grading has become screwed up over the years due to "Ex-Perts" with no conception of common sense reality? The same goes for FBL.
There is hope. At one time a coin that didn't have a sharp strike (no matter its Mint of orgin) could not grade over MS-64. Now they can - as technical graders always knew. Folks finally came to their senses.
Yes, they are FB. I know the pic doesn't show it, but there is total separation all the way across. It is a lousy photo of a really nice coin. I need to see if I can do a better job than PCGS did. I cherrypicked this variety, so I would have gotten it anyway. But I won't pay FB money if it's not FB unless it is special.
Here is a pic of the bands on my 34-D/D. I had to mess with the lights to get it to show the bands as best I could. There is total separation, but not the "ditch" one likes to see on a FB coin. If this was a coin where the bands cost extra thousands I would pass.
This makes me wonder about your coin. We are judging from pics which can be deceiving with lighting and such. In hand you are the only one seeing it for what is really there......if you are using a 16X loop.
That would be one Id send back for reconsideration under the designation review tier. Only costs a few bucks to let them have another look at it.
I thought that “designation review” was removed as an option, long ago. Either way, it would cost considerably more than “a few bucks” to resubmit the coin.

Designation review is still an option. Costs $12 per coin. Still included though is shipping costs and handling fees.
Thank you. Do you know where that can be found? I looked at the fee schedule linked below and didn’t see it - apologies if I missed it. And I saw a forum thread from a couple of years ago, in which a poster indicated he’d been told by PCGS that the service was no longer available.
