It's nice but.....Honestly; I saw that coin and passed. Looks like it was re-toned after a dip. It's a 64 but I don't think that the luster is there. Decent strike. The toning is OK but nothing special. One has to wonder, if it's not a 63 that was re-submitted numerous times. It's in a newer holder. The asking price was modest for a 64, when I saw it, so that should tell you something. It's been on the market for a long while. I certainly don't think it's an upgrade candidate. That's just my opinion.

I can’t judge luster with PCGS images. Hardly even marks either. I know folks like them. Last few years I really try and not make too many buying decisions off the PCGS images.

Sometimes, for the novice like me, coins are like wine. I'll be enjoying what I think is a really nice glass of wine, until someone who knows about wine explains why it's really a crappy glass of wine, and makes me sad. Then again...I rarely pay much for a glass of wine .

The "retoned" could be natural.
Part of the belief that it is "dipped and retoned" is probably (I shouldn't speak for them) partly due to the color itself.
The "dip", if visible, is usually seen as subdued luster - which can be hard to tell from photos. The luster change in a photo can appear as a color shift. [Or it could just be the white balance in the photo. LOL.] On other coins, not this one, the dip might present as luster differences around design elements or residual toning in crevices.
This coin looks like it MIGHT have been dipped at one time because of the color. But I am not in the camp of those thinking it was definitely dipped.
