To me, both the TV and NGC images (on their cert lookup) reveal things that the OP images do not. For $500-600+ I would invest the time into pasting those images side by side and evaluate further.
The PCGS 64 CAC is almost a gem. I don't get NGC giving the other piece a 65, or gem rating. That hickey on Miss Liberty's neck would bother me every time I got the coin out to look at it.

I'm guessing that in hand I'd like the PCGS coin more, but I can see how the PCGS coin's photography may be making it look better than it is, while the NGC coin's is making it look worse. Either way, neither coin really excites me, and I wouldn't buy either, grade, company, and CAC status notwithstanding.
Your asking the wrong question on a forum that is guaranteed zero objectivity, did you really expect to get a real answer. Oddly enough you did get one real solid answer from @airplanenut who is by the way an accomplished coin photographer. Your comparing two items from different mints taken with different lighting so there is no way to get a true comparison. Imo I don't like either and would keep looking, but it seems that the ebucks is a driving force behind your decision, so you should buy the more expensive one.

In a way common coins are frustrating. I think these two are both nice. Problem is there are another 100 of these available right now and you could drive yourself crazy trying to pick out the best one for the money. Oh, and there will be 10 more available tomorrow, too.
If I had to pick I would choose the PCGS MS64. I don't "trust" TrueViews and the original pics are blownout. But the CAC sticker provides reassurance that you won't discover anything truly objectionable in hand.
I am not turned off by NGC plastic; however, the PCGS S mint looks really nice in my honest opinion and between the two I'd not think twice about choosing that one.

Don't know if paradise has sprung for the PCGS 64 CAC '35-S (the overwhelming choice in this thread) by now but, again, I don't see anything wrong with the piece. paradise gets the coin in hand and isn't happy with it send it back for refund. Maybe a little pricey for the grade (almost a gem) but historically, the advice around here has mostly been don't get hung up too much on price. If one likes what they see in a coin go for it even if it might be a little pricey. Buy a coin and you might be owning it for a long time and one certainly doesn't want to be pizzed off with an inferior quality piece just because of a few bucks lower price.
Peace dollar is a very cool design in my opinion. Many years ago when I was a kid I would go to the bank with my silver certificate and pick out a silver dollar for my collection. On one occasion I picked a '34-S offered to me that was almost uncirculated condition. The coin was booming with luster and no blemishes of any kind. Wish I still had that coin but $1 was a lot of money in those days so eventually I spent it.

I am trying to spark my fire and being isolated in a tiny island without direct access to coin show etc .... the option is quite limited.
Unfortunately I opted to travel for work and personal related reasons than to the Mainland for coin show so on line auction and the Bay are basically the source at the time being unless I move to the motherland which is very unlikely.
This is the fun part of my life amongst hundred other fixes so most time than not I do thing just because it makes me happy

the wisdom contained herein should be heeded by the OP. I hear her explaining her choices of "no shows" while she has ready access to any number of dealers or collectors who could be "eyes" at any number of major shows around the country. the typical fee for that assistance is 5%, correct?? that's what it was when I last asked a member dealer for help.
why not do that?? Mark would be a good choice but since he works for Heritage it seems he might have a conflict, but there are any number of other members who could help just as easily.
Choosing just the right Peace Dollar can be a bit of a task.... I have looked at many (in a search for a particular date)...and I always seem to find a fault that makes me move on.... Because of your uncertainty between the two in the OP, I would agree with other suggestions above.... Continue looking or consult with someone (i.e.MFeld) to assist in your search... If you haven't already done so, download the pcgs cert verify app and when you put in the cert. #, it will provide a link if it previously sold to the respected site.
These are 2 diffrent dates. I would pick the one closest to its relative CDN bid value / eye appeal or one most needed for set.
I would sell these at: The 1935 NGC 65 is a $685 coin prob bump up to $695. The 1935s PCGC 64 a$780 possibly fudge up $795 coin. I would not worry about crossing as blue sheet same on both. Upgrade dunno. It cost me $50 in fees and shipping getting 2 coins graded regular service recently.
CDN bid wise the 35-S $75 more. I can see where some would crack the 35-s hoping for 65. Many looking at CAC coins at shows for upgrade potential.
I would buy the 35-s 64 at 630 (bid 600) and mark it up accordingly prolly price at $825 as it exceptionally PQ. It looks like a real pearl of a must have coin.

$825 is way above what 64+ coins are selling for at auction and is basically MS65 value. Do you really think you could sell it anywhere near that number?
If you have other peace dollars in 65 or 64 I would say compare them to what you are seeing, also remember that PCGS's reputation is always good for 1 or 2 points when taking it to market.
I realize that we always want to get our moneys worth but if your not happy with what you see then forget the grade all together, you need to feel good about your collection and what you are adding to it.

I was amazed impressed how high super PQ eye appeal coins coins (common date Walkers) can go bringing above others when looking at the latest PCGS market report.
My mentor in 1990 I would share tables with at shows was a Peace Dollar specialist who picked really nice PQ coins for his case and the “it should only be so much above sheet” people would walk away mad bc they they were too cheap pay his asking price. One day an affluent investor / collector from Cali who knew what nice coins look like bought almost all.

The best and most interesting Peace Dollar is the 1921 and you have a ....superb... one.
Think about that.

I’d be shocked if the NGC crossed at 65 AND got a CAC at that grade. I’d go with the S at PCGS 64 w/CAC.

Both coins are readily available. Recommend you keep looking - that is part of building your best collection.

From what I can see from the pictures, condition-wise I'd take the PCGS piece. Strike-wise....NGC.
I should have added: If either date comes with a better strike......I'd do that.
The more qualities observed in a coin, the more desirable that coin becomes!
