It's a Civil War token made by the Waterbury Button Co. in Waterbury, Ct ( https://waterburybutton.com ). The dies are cataloged as Fuld-257 and Fuld-311. It is considered a rarity R3 which means there are an estimated 500–1,999 in existence.
