  They gave it to @ErrorsOnCoins for being so good to eBay. Promote eBay more and you’ll get them early next quarter.

  Correct, however you can normally use it the evening before that date though (so tonight). Once the "coupon code" is up on your ebay bucks page, you're good to go. The message/email come out the next morning telling you its now available to use.
