1900 Indian Head (Damaged or Die Error)?

While looking through some of my fathers old coins ( I know just another grandmas old coin stash story), noticed this. The crack in the 0 looks to be a die error... because it seems if damage it would continue above and below... but I know 0.0% about error coins.

If it were a die break it would be raised above the device, into it. That mark is a scratch.

Retired dealer and avid collector of U.S. type coins, 19th century presidential campaign medalets and selected medals. In recent years I have been working on a set of British coins - at least one coin from each king or queen who issued pieces that are collectible. I am also collecting at least one coin for each Roman emperor from Julius Caesar to ... ?
