Color and strike are better on the second one (especially the reverse strike). Surface preservation is about the same.

A, the less toning/discoloration the better.

coin b has a cleaner cheek, PEACE looks better, and i like the hint of toning.
I like "A"

Luster, A wins. Both are nice.
Coin B, the marks on the cheek and neck are a little distracting.

A appears to have better luster. B appears to have better strike (particularly on the reverse).
For me the luster of the obverse took the day, and I chose A.
At the risk of being too frank/honest, neither one really did it for me -- weak strike on reverse on A, and the mottled nature of the toning on B would likely have me pass on both examples. As a type collector of Peace dollars only, however, my likes and dislikes on these coins may be different than your own.

I went with A. Pics can be deceiving but seems to have better luster. Strike is a worse, but weak strikes seem to be the norm.

The hit on Liberty's neck on coin A was a bit too distracting. The toning on B was acceptable to me.

The same reason I chose B, although a quick dip before encapsulation wouldn't have hurt . . .

"A" seems to have more luster. When other factors are equal, luster wins the contest. Of course, it could also be a matter of photography.
Just say "No" to dip... Unless it's lived its entire life in a bank bag, champagne toning is natural and expected on a coin that's close to 100 years old... IMHO.

Coin B - Hit on neck of coin A makes it less appeal. Both are nice.
Hard choice, so I just went with my first impression. Coin A pops more, but has what could be a nasty scrape on the neck.

i like the looks of coin a
Looks like we are pretty even on this. Coin A does have more luster, these photos were both taken with the same lighting one right after the other.
The coins are also both MS64 and CAC approved.
That being said, I do prefer coin B just slightly over coin A due to it being the technically better coin IMO. The mark on the neck of coin A is slightly distracting as some have pointed out. The luster on B is good but softer, or more satiny than the cartwheel of coin A.
