Revaluation.
These are cool pieces and yours is a very nice example, but unfortunately the quality of ICG grading is about the same as that of the printing on their labels.

I do not know myself, but since it was an official revaluation, I am willing to bet that uncounterstamped cons are a rarity.
They are equally common with and without the counterstamp. One of the things I like about these coins is you can have a very nice set of contrasting types, 25 centavos revalued to 50 and 50 revalued to 1 colon + original versions, for fairly cheap
