I’ll say cleaned in that they flagged some corrosion or damage as such.
We're all born MS70. I'm about a Fine 15 right now.
I voted VF-30. In the old days VF's were loaded with luster just as this piece. Today, a VF rarely has original luster in the recesses. I would have detailed it and graded it VF-25. I suspect the TPGS took a coin they may have graded XF due to the lusted and Net graded down to VF-35.
I've been digging around in my files. If there are no major objections I'm going to post pictures of about 1/2 the coins I've sold in the grade ranges as well as coins I own. Unfortunately all my 12-25 collection I don't have pictures of and are in the bank.

Looks VF details to me. Looks like environmental damage then cleaned. ?

I thought cleaned, but went with straight 25, from wingtip wear. There are a lot of non-standard looks to this including luster, strike, etc.
Weak strike. Has a few issues but I believe it will straight grade at 35
based on the Liberty on head dress I picked 20

35 was my guess. Too much luster for 20 or 25...or I think even better than a 30.
