May not be cleaned or polished as the reflection off the plastic could be playing tricks. However, the value of the coin does not warrant sending for grading. My general rule is that the coin has to be worth $200 or so before I send to PCGS.

The rim above the "U" in "PLURIBUS" has either been dented or filed. I would not send that coin in for grading.

I would not recommend getting that one graded. eBay trends for similar condition raw coins is only around ~$30 so really makes no sense to me.
