1994 p quater error?

Hey I have a 1994 p quater. Is this an error or what's going on here. And if so. Does this coin hold any sort of value. And if so again. How much could it possible be worth?

    Aside from it being shown at an angle,
    I don't see anything to comment on -

    Let's guess:

    Blurry "In God We Trust"? That's due to die deterioration.

    Scratches and dings across the portrait? What we call "post mint damage" (PMD) due to some sort of contact with a hard surface such as cement or asphalt. or possibly even other coins.

    The mess in front of George Washington's face? Either more scratches, or he sneezed and didn't have a handkerchief.

    Obviously - this was made at the secret Qatar Mint and that's why this is a "Quater dollar."

    It also resembles error coins posted by another couple of neophytes. Maybe they all travel the same parking lots? :)
