No... Full bands must have very clear, unblemished lines separating the bands. Cheers, RickO
Even the smallest bit of wear will remove a dime from FB.
To give you an idea, this MS65 didn't get FB. I'm guessing it's the little bit of branch that has a hit on it that smudges over in the middle.

Mercury Dimes that get the "full bands" designation are almost always in Mint State condition. It is possible to find them on a very nice Almost Uncircualted piece, but really nothing below that.

Not even close.
It's not even MS so bands are not even graded that low.
