The same coin in a dealer’s inventory on his website and on eBay?.... except it’s two different dealers, and the coin is in a different TPG holder with a different grade?

Nope, see the same coin on different dealers sites quite often, likely through marketing relationships or memo's but never all of the above.

...up until you mentioned different holders AND different grades, I was going you say that it could be a co-owner or consignment coin.

Perhaps an obsolete website? These things sit out there forever, way after a dealer goes kaput or changes sites, etc. . I've run into this fairly often when searching.
It’s actually an old fatty NGC slab which must have been cracked or sent in for regrade because the identical coin is now in a higher graded PCGS slab.
I wonder what would happen if someone hit the buy it now button for the NGC coin on eBay?

Although that should certainly raise concern, there are one or two plausible explanations.... try 'contact seller' option and see what happens....Cheers, RickO
