Is there any evidence that 1917 SLQ mules could have been made at Philadelphia ( Type 1 obv. / Type 2 rev.) ?
Impossible ? Did Mint protocol absolutely prevent the chance ?

Very unlikely. Mint HQ issued orders to segregate the old design dies. New dies were then issued and mints were told not to mix the two versions. If I can fine one of the letters I'll post it.
Here are two letters relating to the new quarter design. Also, this subject was likely discussed at a meeting of mint Superintendents held in Washington DC on June 5 , 1917.

There are other documents, just can't put my hands on them at the moment.
