1917-D TYI 25C Uncentered Broadstrike Mint Error ANACS MS60 Details Scratched Full Head.
I own a few mint errors in details holders that are unique and not available otherwise. This poor SLQ was caught in a coin counter and has a few scratches on the obverse. Still the rarest SLQ error as the only other Type 1 out there that has been in every major error type collection resides in a ANACS G4 holder.

1917 Costa Rica 50 Centavos. 9400 pieces struck. None placed in circulation. 9390 countermarked and revalued at 1 Colon in 1923. 10 pieces saved for posterity and presented to VIPs, including some collectors. I've never seen one come up for auction, but this piece - which I do not own - found its way to NGC and now resides in a worthy collection.
Best to go to the source. The US entered the war in 1917. Commemorations occur after an event, not before, so a coin,token or fake commemorating "peace" would seem very odd.
I fully realize it falls short of "certain" accepted MPL diagnostics.
But it also has many curious / unknown attributes.

No. The idea didn't come up until late 1920. See Renaissance of American Coinage 1916-1921 for details.
What would be the reason then for striking a fantasy 1917 piece instead of say 1918? Or would it be better to ask Mr. Carr?
