Was talking to someone who was absolutely positive they were. I’ve never seen a set from the mint with an outter sleeve shrink wrapped, ever. Sometimes they put them in plastic bags (anniversary silver and gold sets) but most shrink wrapped items are yearly circulating sets.
Moreover, if you were to be offered one as "original with shrink wrap," I'd take that as an indication that the original coins were replaced with something of considerably lower value before the set was shrink wrapped. No returns if opened. Sort of like the "original CC roll" scam.
