Yep - That's what I was going to say. To mix it up a bit though I'll say 63 without the color and 64+ with.
Color can give a 1-2 point bump. I will guess 66 with the color.
Color should have no impact on grade.
I've notice a point grade bump on an attractively toned coin starting about 15 years ago.

Color is a factor in eye appeal. And as PCGS states on its website, "Amazing eye appeal can add up to a full point to the "technical" grade."

I'll take the heat on this but, UNC Details, Questionable color.
The color/toning takes away from the grade.
I stay away from toned coins.

They updated the text to one point. Previously it stated that it was up to 2 points. Maybe PCGS is trying to be more conservative with its color bumps. Interesting...
I have always said that tarnish should not be a factor in the grade... I prefer my coins technically graded for strike and condition.... Cheers, RickO
I think that color certainly bumped the grade by one point is the OP's case. Too many hits on the cheek for a 64 IMO. This certainly seems to be true with Morgans, but grading on toned IHC and Lincoln proofs seem to be based solely upon the technical grade. And the technical standard for proofs seems to also be much higher than it is for business strikes.
