Go to the Ebay resolution center and file a complaint.
Coupe, As soon as you open a case stating the item has not been received , eBay will immediately freeze the money in their PayPal account . That generally gets a response pretty quickly . They then will have to provide tracking or fully refund your purchase .
Even if they provide tracking they still will not have the funds released until the tracking provided shows that delivery to your address has been completed .
it's a simple procedure of a clicking a few buttons provide .
. It should generate an immediate response .
People that don't print electronically many times do not provide tracking unless requested and sometimes they can't, because they didn't pay for it .
Good luck !! All should be fine.
Your more patient than most, 3 weeks is way too long. Open an item not received case asap.

Use the buyer protection policy currently in place. You get all your money back. It is possible that he/she is on vacation, or has since had something personal happen beyond their control. I don't know. I'd get my money back, though.

Whack him with a negative, assuming the story is being told in full here.
This does absolutely nothing. Open a case for the item not being received get your money back and move on.
It certainly does do something. Warns people to not buy from the crook. Are you the seller here?

The negative doesn't count against the seller in any way. It does serve as a warning for 12 months and then gone, if anybody still bothers to look at feed back.
No I am not the seller here,
The only reason I posted this is because I was angry in another thread someone posted auction were they bought something and it was from this seller! so I commented Good luck with that seller he is slow and does not post tracking ! So two three people say I never had a problem with him and his feedback clearly shows i am right ! here is rest of story ! bought coin from him two weeks later no tracking number no answer to emails three weeks later still same problem file clam with ebay then he calls me everything under the sun produces tracking number showing it was delivered a week earlier but I did not recieve ebay rules his favor so im out money ! contact ebay talked to reasonable person and he filed a one time stolen off porch ! mean while he gets one of his buddies to buy a coin from me I see whats going on cancel auction before he pays then he leaves me neg feedback on a coin he never received says i sell coins made in china! So would you agree I have a leg. reason to post good luck seller does not post tracking number and is slow ? For those I put out reading this Sorry its not like it cost you anything
Is this the same seller that just sold a DC silver blank strip? If so a member here bought it and hope he updates us when he receives it. Have you done business with him before, and did it go south that time too?

I have had other people buy coins from him I wanted and they never recieved tracking number and he was very slow ! but in my case it never showed up not his fault it didnt show up but if you dont have tracking number and no communication how do you know ? it takes less than 60sec. to post number and he had one! so when his tracking number showed delivered he thought I was trying to cheat him and started sending me hateful emails he never would listen to what happen! PS I always request and use signature confirmation now
I just got hit with a chargeback of $1380 from a credit card user using Pay Pal to buy gold. _____ happens. Suck it up, princess.

Unless you already knew the back story here then how can you assume the seller is crook ?? Simply because the item didn't arrive in 3 weeks ??
They are now assumed to be a crook I guess .
I've had parcels disappear in the system for months only to eventually show up at the buyers or returned to me for a multitude of reasons .
I've had at least a dozen cases where the money was refunded, because the tracking number was frozen in the system with no movement and I went ahead and ate the refund . The parcel then showed up at the buyers and they were honest enough to resend me the money .
Unfortunately that's not always the case either .
I'm sorry to hear of Coupes experience with this seller, because I had only shared the fact that I had a positive experience with them as a buyer and a seller . I hope that it works out for all parties involved .
I can tell you all with certainty that I would much rather be the buyer than the seller in eBay transactions .
The buyer has mostly all the protection and the seller is responsible for just about everything and in mail order there is plenty that can go wrong .
The whole feedback thing is ridiculous in my opinion , but I guess it is a necessary safeguard .
As a seller, I prefer to have the buyer contact me directly if there's an issue....but eBay encourages buyers to immediately escalate the process by going through them.
What really gets me in a tizzy is when impatient buyers (and I am NOT saying the OP is one) start the "item not received" malarkey only because it hasn't arrived by eBay's preset arrival time that buyers are given.
Many buyers don't realize that after the package leaves us, we are not in control. And many think that the "expected delivery date" that eBay gives them is somehow etched in stone and guaranteed by the seller.
Maybe if you actually read the initial post? He is also not answering emails. Second, if you actually read my post, I said, and I quote myself, "assuming the story is being told in full here". You need to read with comprehension before you go smarting off and disagreeing.
You really can't be serious. Negative feedback will driver buyers away and leaving low DSR scores will also cause some pain. If someone has several negatives, even worse yet. Finally, if you have left negative feedback because you got screwed, it would be assumed you filed a case about not receiving an item.
Can you please forward this to the huddled eBay masses, yearning to get stuff for free?
I am sure glad that I have not had such issues on ebay.... True, I am not a volume buyer, and have never sold in that venue. However, the purchases I have made, have all resulted in product as described and fast delivery.
Just lucky I guess... Cheers, RickO
Always consult the buyers or sellers Feedback record. very often it speaks loudly
perhaps Feebay should consider allowing more space when giving feedback so an issue can be described fully, one way or another.
I recently bought some exotic German putty epoxy for a small plastic radiator crack not worth replacing the whole thing. Seller said it shipped from Florida. A few days in item is marked as shipped with no tracking. Strange but I thought maybe they did it differently. Another week passed and still no item. I messaged the seller and no response. A day or two later I message and threaten to cancel the sale. They respond that it will be shipped soon. Two days later it's shipped DHL from Istan-freaking-bul. I messaged and told them they claim it's shipping from Florida on eBay account and they say some stuff if is in US warehouse and others in Istanbul warehouse but I would receive it in 3 days. It did arrive in 3 days from Istanbul but what a mini ordeal. Good news is the epoxy worked beautifully. Hard as a rock stuff.
